- Job Summary:
- Democracy International (DI) is seeking to hire a Procurement Specialist to work with the USAID Promoting Peace and Justice Activity and oversee all internal procurement aspects of the program, in accordance with USAID rules and regulations. The Procurement Specialist will be responsible for developing and strengthening operations and procurement standard operating procedures and helping to ensure smooth operational implementation of program activities. The ideal candidate will be experienced, highly motivated, detailed oriented, and able to work well with a diverse team. The selected candidate will be expected to work in the Dhaka office.
- Reporting: This position reports to the Grants, Contracts, and Compliance Director.
Job Responsibilities
- Manage end-to-end aspects of project procurements including: locating key suppliers, negotiating the project's purchasing agreements, ensuring the materials and services meet the project specifications, managing and maintaining contracts with vendors, creating and issuing Purchase Orders, and ensuring all back-up documentation is saved for audit purposes.
- Support the operational implementation of program purchases to ensure compliance with USAID rules and regulations and DI systems and procedures
- Actively foster a learning environment and serve as a team resource and mentor on USAID and DI procurement regulations and compliance best practices
- Review, reference, and provide written input on the DI Purchasing Handbook to strengthen systems and procedures in compliance with USAID and DI regulations
- Save all documentation to appropriate electronic and paper filing systems and ensure secure information management for the program operations team
- Coordinate with the program and finance teams to ensure accurate cost projections and reporting
- Support the Grants, Contracts, and Compliance Director with necessary assignments
- Ensuring post-award management of grants in accordance with relevant regulations, including but not limited to reporting, audits, etc. in accordance with USAID policies, and procedures
- Other similar responsibilities DI might reasonably request

Educational Requirements
- University degree in relevant discipline; and
- Proficiency in English and Bangla required.
Additional Requirements

- 2+ years of relevant experience providing support in the areas of project operations and procurement for USAID Activities, previous work on a contract preferred
- 1-2 years USAID grant management experience preferred
- Experience developing and strengthening field operations and procurement standard operating procedures
